Could you help me understand the issues in a little more depth please? I am
just trying to understand the issues - not challenge them as I am only just
coming up to speed on these topics. For example, what are 'B-C type
communications' (Business to Communications Service Provider?), and what are
its unique requirements that make ebXML's reliable message transport
unsuited to it? i.e. what are the intrinsic differences between generic B2B
needs and SLA/SLS needs?
As I understand it, ebXML is not yet cast in stone, so is it not technically
feasible to modify/enhance ebXML to meet the SLA/SLS needs?
From a purely pragmatic perspective, it seems that many of the B2B platform
vendors are working with the ebXML effort, so may it in future be possible
to procure interoperable (or at least more easily interoperable) trading
platforms - would not Service Providers like to be able to make use of as
much Commercial Off-The-Shelf applications for their SLA/SLS systems?

Your proposal indeed makes sense and it should be sought for.
ebXML has been considered for providing the underlying reliable message
exchange service required for exchanging the service negotiation messages
between a customer and a provider. In fact, we have specified a service
negotiation protocol (SrNP) for negotiating the TEQUILA SLSs, where we have
specified exactly the interfaces to a reliable message exchange service
(such as
ebXML). However, I think, the current ebXML specifications are not suitable
for
B-C type of communication, as it is the case in SLS negotiation. Therefore,
in
the current implementation of SrNP, we have specified and developed a
message
exchange service (ala ebXML, also capable for B-C communication) based on
