    Your proposal indeed makes sense and it should be sought for.

     ebXML has been considered for providing the underlying reliable message
    exchange service required for exchanging the service negotiation messages
    between a customer and a provider. In fact, we have specified a service
    negotiation protocol (SrNP) for negotiating the TEQUILA SLSs, where we have
    specified exactly the interfaces to a reliable message exchange service (such as
    ebXML). However, I think, the current ebXML specifications are not suitable for
    B-C type of communication, as it is the case in SLS negotiation. Therefore, in
    the current implementation of SrNP, we have specified and developed a message
    exchange service (ala ebXML, also capable for B-C communication) based on http
    or on tcp.
