    I Think that the issues are totally distinct: BE traffic may require no
    guarantees but it still requires some level of specification. For example,
    if you are to negotiate BE traffic between two domains you may want to put
    restrictions and constraints on aspects such as routing, security, max
    total bandwidth, etc.
