they are both there in fact. if you go to the index of drafts
http://www.ietf.org/internet-drafts/ the old one is above the new one in the
list, that is where the problem may be.

The old version is there nopt the new one.
The confusion is possibly in the filenames: the old version is
draft-tequila-diffserv-sls-00.txt and the new one is:
draft-tequila-sls-00.txt.
