    In my opinion, this is only the human understandable version of the SLS.

    That is exactly in the SLS. The question is what parameters are included
    in order to define various services.

    If the values of parameters in the SLS are such that a VW service is
    requested, it does not matter, how the ISP is granting the service.
    Whether he uses EF, or some other PHB its up the service provider.
